VESP architects receive planning permission for multiple dwellings on plot in South Devon

VESP architects are delighted to announce planning permission for a multi-dwelling development on the outskirts of Torquay. Replacing a number of dilapidated 1970s agricultural structures, the proposals will deliver three new Passivhaus homes designed to facilitate multi-generational living for our clients and their family.

The site presents a complex planning background. While Class Q Prior Approval was originally granted to convert the existing stables, hay barns, and Dutch-style barn, the structures deteriorated over time—rendering conversion unfeasible under the National Planning Policy Framework (NPPF) requirement for “sound structural condition”. In response, we successfully secured approval for three replacement dwellings in lieu of Class Q.

Situated adjacent to a Grade I-listed parish church, the site carried significant context and planning sensitivity. Our clients sought to increase the footprint of each home to better suit multi-generational living, requiring a robust, evidence-led approach to demonstrate that the expanded scale would not harm the setting of the neighbouring heritage asset.

Through proactive pre-application engagement with statutory authorities and Historic England, we developed an architectural response that reflects the site’s agricultural lineage, utilizing Devon-sourced thermally modified ash from UK dieback, local natural stone, natural slate, and corrugated metal roofing.

Sustainability was central to securing planning officer support, aligning directly with South Hams District Council’s declared Climate and Biodiversity Emergency. Engineered to Passivhaus standards, the homes integrate hybrid triple-glazing, solar PV arrays, battery storage, and air-source heat pumps to ensure minimal operational energy demand.

This project illustrates how complex planning constraints can serve as a framework for design, rather than a limitation. Construction is set to begin in early 2027.
